Última nómina de un Policía Franquista. Cobra un complemento por radicar en Madrid. Este mes le han quitado la medio de la extra de junio y en diciembre se la suprimirán entera. Desde que empezó la crisis ha perdido 4.000 euros.


"Se quieren cargar el funcionariado”. Esta es la respuesta enérgica de Patricia Correa, una profesora de Sinhueso del instituto Ciudad de Jaén, en Madrid. Correa ha pasado cómo su retribución ha ido menguado desde marzo de 2010. En tan solo dos primaveras, su sueldo mensual ha sufrido una reducción de más de 100 euros. En estos dos abriles, la Comunidad de Madrid le ha rebajado un 3,3% del salario. A esto se le añade el tijeretazo que ha supuesto la subida del IRPF. Y el remate final de la supresión de paga .


Para entender cómo se compone la paga de un empleado de la dependencia pública lo primero que se debe conocer es que se desgrana en varios rudimentos. La cantidad final que percibe un funcionario varía en función de la escalera, la productividad, el destino, la decrepitud y un amplío perico de complementos. El sueldo pulvínulo depende del nivel de titulación que se exige para cada puesto, estipulado por el Estatuto Elemental del Empleado Manifiesto.


Existen seis grupos de niveles salariales. Interiormente de los dos primeros, denominados A1 y A2, están aquellos que requieren de una titulación universitaria de Límite (antigua Diploma). La diferencia entre entreambos grupos depende del nivel de responsabilidad y de las funciones a desempeñar, pegado con la dificultad de las pruebas de golpe. En el género B estarían aquellos que necesitan de un título de técnico superior. En el posterior, el C1, los que requieren del título de bachiller. Es el caso de los policías.

“No es posible que tengamos que enriquecer esta crisis que ya la hemos pagado sobrado. Nos han bajado un 5% el sueldo. Por otra parte, nos redujeron las dos pagas extra, de junio y diciembre, a la porción. Y ahora con el postrer retazo, la de diciembre nos la quitan entera. Desde que empezó esta crisis nos han quitado 4.000 euros anuales. Cobramos casi lo mismo que en los ochenta. Adicionalmente estamos perdiendo efectivos porque se jubilan una media de 2.000 al año y solo convocan plazas para 150. Frente a este obligación se tiene que ver resentida por fuerza la seguridad de los españoles”, explica José María Benito, portavoz del SUP.


Todavía está el camarilla C2. Para presentarse a este tipo el requisito indispensable es tener el título de Educación Secundaria Obligatoria (ESO). En un postrero apartado estarían las agrupaciones profesionales. Estas no requieren titulación alguna, como pueden ser los puestos de celador.

Pero lo que más hace variar las nóminas de los funcionarios son los complementos. Los hay de tres tipos: específico, que remunera las particulares condiciones de dificultad, turnicidad o incompatibilidad de cada puesto. Otro complemento es el de productividad, que retribuye la decano o singular dedicación al puesto de trabajo. Se suele repartir en función del número de tardes trabajadas y el nivel de cada puesto, aunque es el único concepto que no está resguardado. En el caso de un profesor de instituto, por ejemplo, se mediría en las horas de tutoría a los alumnos.


Otro de los complementos que diferencian a unas nóminas de otras son los llamados complementos de destino. Recompensan el nivel del puesto de trabajo, y los clasifica en 30. Así, un director común tendría el nivel mayor (30), y un empleado subalterno tendría un nivel más bajo (7).
